The corpus needed to participate on the Blog track is *very* expensive.

Yes, 800$ is not a "nominal fee" as suggested by the speaker!
Yes, indeed, the document collection itself is not free. It's also nontrivial to gather and took some grad students a number of months to pull it together. The collection price supports grad student stipends and other research efforts... I don't think U. Glasgow makes a profit on it. I wish all data could be free, too, but alas.
However, all the topics and relevance judgments, and also the search outputs of all the systems that participate in TREC, are available for free from http://trec.nist.gov/.
